Accepted National Official. A USA Volleyball National Referee or National Scorer is accepted to work a USA Junior National Volleyball Championships and/or USA Volleyball Adult Open Championships if the rules exam is NOT received by the deadline, if he/she registers for the tournament after the deadline and/or if the contract and associated paperwork has not been received by the USA Volleyball Events department.

Volleyball officials:The first referee watches the blockers for net touches, calls the double hits, lifts, technical fouls, timeouts and starts each play with a whistle blow to each server. Before the match begins the scorer... registers the numbers on jerseys and each team's lineup in the scorebook and lineup sheets.
For those new to USA Volleyball officiating, the first step is to find and contact your USA Volleyball Region. Use our Region map to find your Region. The Officials contacts will appear. After contacting the appropriate chair from your region, your certification process with USA Volleyball will get underway.
For more information on volleyball officiating, contact the Professional Association of Volleyball Officials (PAVO). PAVO is a nationwide organization with approximately 100 local chapters, and is involved with training and certification of high school and collegiate referees.

The volleyball referees should discuss before the match on what the second referee needs to signal to the first referee (illegal ball handling, illegal back row and blocks and attacks, etc.). TH E FIRST REFEREE... Whistle any violations It is the first referees responsibility to whistle any and all violations they see. If possible, the second referee should whistle net violations, centerline violations, serve receive position faults, and serving order violations.
